There's a known bug where some quests makes your character bugged in such a way where you wipe out mob spawns (mobs wont respawn).
I managed to find one of those quests: Assignment of a Sand Crew (Manji in Perion, top left).
If you encounter this bug, the safest way is to just forfeit all your quests (unless you know exactly which quest to forfeit).
Spawns I wiped out:
CH 1: HHG1, HHG2, HHG3, Excavation Site 1 and Excavation Site 2.
CH 2: HHG3.
Those maps wont have any mobs until the server gets restarted.
If you find more quests with this bug, please report them in this thread.
